Цифровизация важнейших сфер деятельности: образования, занятости и трудоустройства, здравоохранения, государственного управления, – рассматривается, в том числе, как важнейший инструмент решения этой задачи. Но, как показывают эмпирические исследования, вторичный анализ результатов которых проведен в этой статье, на настоящий момент цифровизация создает дополнительные социальные барьеры, увеличивая сегрегацию и усугубляя неравенство данной социальной общности. На доступность современных информационно-коммуникационных технологий и способность ими воспользоваться влияют как общие для населения независимые факторы (возраст, образование, доход, тип поселения), так и специфические, присущие только этой социальной общности (нозология и тяжесть функционального дефекта). Невнимание в рамках программ цифровизации к факту, что инвалидность имеет индивидуальную траекторию и для полноценного пользования современными информационно-коммуникационными технологиями люди с инвалидностью нуждаются в ассистивных технологиях, затратах на них, совместимости вспомогательных программ с дизайном веб-сайтов, – одна из главных причин возникновения цифрового неравенства у этой категории населения.</p><p>Для минимизации цифровых барьеров в зависимости от индивидуальных потребностей инвалидов предложено:</p><p>1) расширить функции, компетенции и технические возможности социальных работников и/или организовать технологическое сопровождение жизнедеятельности силами волонтеров;</p><p>2) развивать программы дополнительного информационного образования;</p><p>3) рассчитать затраты на ассистивные технологии для отдельных нозологий для оказания адресной социальной помощи;</p><p>4) поощрять и субсидировать разработку ассистивных технологий в рамках государственной финансовой помощи высокотехнологичным разработкам;</p><p>5) учитывать в программах цифровизации особые потребности людей с инвалидностью.</p></abstract><trans-abstract xml:lang="en"><p>The philosophy of independent living implies the possibilities of leading a life independent of third parties for people with disabilities. Digitalization of the most important spheres of activity: education, employment and employment, health care, public administration is considered, among other things, as the most important tool for solving this problem. But, as empirical studies show, the secondary analysis of the results of which is carried out in this article, at the moment, digitalization creates additional social barriers, increasing segregation and exacerbating the inequality of this social community. The availability of modern information and communication technologies and the ability to use them are influenced by both independent factors common for the population (age, education, income, type of settlement), and specific ones inherent only in this social community (nosology and severity of a functional defect). Inattention within the framework of digitalization programs to the fact that disability has an individual trajectory and for the full use of modern information and communication technologies, people with disabilities need assistive technologies, the costs for them, the compatibility of auxiliary software with the design of websites is one of the main reasons for the emergence of digital inequality in this category of the population.</p><p>To minimize digital barriers, depending on the individual needs of disabled people, it is proposed:</p><p>1) to expand the functions, competencies and technical capabilities of social workers and / or organize technological support of life activities by volunteers;</p><p>2) to develop programs of additional information education;</p><p>3) to calculate the costs of assistive technologies for individual nosologies to provide targeted social assistance;</p><p>4) to encourage and subsidize the development of assistive technologies within the framework of state financial assistance to high-tech developments;</p><p>5) to take into account the special needs of people with disabilities in digitalization programs.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>индивидуальная модель инвалидности</kwd><kwd>социальные барьеры</kwd><kwd>социальная модель инвалидности</kwd><kwd>цифровизация</kwd><kwd>информационно-коммуникационные технологии</kwd><kwd>ассистивные технологии</kwd><kwd>цифровое неравенство</kwd><kwd>цифровой разрыв</kwd><kwd>инклюзивное общество</kwd></kwd-group><kwd-group xml:lang="en"><kwd>individual disability model</kwd><kwd>social barriers</kwd><kwd>social model of disability</kwd><kwd>digitalization</kwd><kwd>information and communication technologies</kwd><kwd>assistive technologies</kwd><kwd>digital inequality</kwd><kwd>digital divide</kwd><kwd>inclusive society</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Богданов В.С.
